Alan Raul is a partner at Sidley Austin LLP and founder and leader of Sidley’s global Privacy and Cybersecurity practice. Alan previously served as Vice Chairman of the U.S. Privacy and Civil Liberties Oversight Board (PCLOB). He represents clients on federal, state and international privacy, cybersecurity and digital policy issues. He advises companies and boards regarding digital governance, data protection, cyber preparedness and crisis management. Alan defends companies in consumer litigation, government enforcement actions and data breaches.  His practice also includes counseling regarding government regulation and investigation.  He has represented companies in matters involving the FTC, FCC, SEC, HHS, DOJ, FBI, State Attorneys General, and international Data Protection Authorities. Alan provides clients with perspective gained from extensive government service. In addition to his work on PCLOB, Alan previously served in the White House as General Counsel of the Office of Management and Budget and as Associate Counsel to the President, and as General Counsel of the U.S. Department of Agriculture. He serves as a member of the American Bar Association’s Cybersecurity Legal Task Force, the Council on Foreign Relations, the Board of Directors of the Future of Privacy Forum, and the Advisory Council of the Center for Democracy and Technology. Alan is a frequent author and commentator on various public policy issues. He is a graduate of Yale Law School, the Harvard Kennedy School of Government, and Harvard College.
